Over 6.96 lakh certificates have been issued till 25th August, 2023 after the launch of the scheme. also, over 4.69 lakh BC(A) and BC(B) certificates have been issued pro-actively since the launch of the service in July 2022.

During admissions to State Government educational institutions, the aspirant student only needs to give his or her PPN whereafter the SC, BC (A) and BC(B) status is verified automatically. Admissions to all colleges were introduced in July 2022 and the installation has been extended to admissions to all schools, universities, ITIs and polytechnics from the current academic year.

Also, 111 correction requests for caste category were received from July 2021 till 26 August, of which 74,290 issues have been resolved and 2191 requests are pending.

In case of Mark as Alive, 7,583 correction requests have been received since July 2021 till 26 August, of which 7,423 cases have been settled leaving only 160 requests are pending. In the case of spouse name corrections, in the same period 16,362 correction requests have been entered of which 16,290 cases have been settled leaving 272 cases pending.

Permanent Families: A family which has been abiding in Haryana will be issued a permanent 8-digit number. (a) The Income Certificate is usable without any restriction wherever it is accepted (i.e., subject to the criteria laid down by the entity accepting the certificate) and hence no operation/ connection restrictions shall be mentioned on the certificate.

(b) From the effective date of this order, only the Income Certificates issued through SARAL portal in the format specified by the Citizen Resources Information Department, grounded on PPN and corresponding verified data contained in the FIDR, shall be valid Income certificates.

(c) An Income Certificate attained by means of any fraud, misrepresentation, or concealment of data or by some other illegal means shall be declared as invalid and the benefit profited by the seeker/aspirant shall be withdrawn and legal action including criminal proceedings will be initiated against the aspirants for misrepresenting the data and playing fraud, as well as against the officers/authorized persons for incorrect/ wrong verification by collusion or else. In such an event, the income shall be marked as NOT VERIFIED in the FIDR.

(d) Mere allocation of an Income certificate does not entitle a person holding such certificate to any benefit that may be admissible under various Government Schemes executed from time to time. Other eligibility criteria for a particular scheme shall be addressed independently by the authority extending any such benefit.

(e) All Haryana Government organisations (including Departments, Educational Institutions, Boards, Corporations and Societies) are needed to accept the Income Certificate in its standard format specified by the Citizen Resources Information Department from time to time.

Parivar Pehchan Patra (PPP) Scheme

Background of The PPP scheme was formally launched in July 2019 to achieve the Haryana government’s vision for ‘paperless’ and ‘faceless’ delivery of schemes, services, and benefits offered by the state government.

Under this, each family is considered a single unit and gets an 8-digit unique identification number, called family ID.

Family IDs are also linked to independent schemes like scholarships, subsidies, and pensions, so as to ensure consistency and reliability.

It also enables the automatic selection of beneficiaries of various schemes, subsidies, and pensions.

The primary objective of Parivar Pehchan Patra (PPP) is to produce authentic, verified, and dependable data of all families in Haryana.

PPP vs Aadhaar

While Aadhaar represents an individual as a unit, a PPP represents a family as a unit and this is where PPP is important because, most of our government schemes are structured around the family, not around an individual.
For example, ration eligibility is there for the family but the family can split it into various members as long as they are above 18 years and say they are separating entitlements for all individuals.

Way Forward

The PPP may also be linked to property records in the government database of lands and properties to help fraudulent transactions and clarify ownership.
Besides, the government should start a mass campaign to make people aware of the schemes and its benefits.
The government should also introduce measures to strengthen the security of data being collected under the Parivar Pehchan Patra (PPP) scheme.
